Idaho returned to Stage 4 on May 11, 2021, which effectively lifted restrictions on gathering sizes and business operations. Throughout the pandemic, officials across the United States have rolled out a patchwork of restrictions on social distancing, masking and other aspects of public life. At the height of restrictions in late March and early April 2020, more than 310 million Americans were under directives ranging from “shelter in place” to “stay at home.” Restrictions are now ramping down in many places, as most states have fully reopened their economies. Restrictions lifted in Maine

Capacity and social distancing restrictions ended in Virginia on May 28, 2021. A year earlier, Gov. Kim Reynolds lifted the state's limited mask requirement Feb. 7, 2021, along with the social distancing requirements and other COVID-19 mitigation measures she had in place for businesses and social gatherings. She has worked in the suicide prevention field for 12 years, with a focus on building state and tribal suicide prevention workforce and infrastructure capacity for strategic, comprehensive, evidence-informed suicide prevention programs. Ms. Stout serves as a subject matter expert on substance abuse and suicide prevention collaboration, strategic planning, accessing and using surveillance data for program planning and evaluation, and knowledge translation and dissemination. She has presented widely at national and local conferences, as well as participating in federal and other national advisory groups, including a current national effort to develop recommendations for state suicide prevention infrastructure. Ms. Stout holds a Masters of Science in Health Communication, and has worked with state and local audiences to build capacity in strategic and effective messaging and campaigns for behavior change.
States that issued orders
Masks are no longer be mandated statewide, but individuals are strongly encouraged to wear a mask or other facial covering when in public and in close contact with other people. The mask-or-proof-of-vaccination requirement for Rhode Island businesses and other indoor venues was lifted Feb. 11. The mandate had been in place since Dec. 20, 2021, Rhode Island had lifted almost all of its remaining coronavirus limitations May 21, 2021.

All across the country, mask mandates have eased, restrictions have lifted and most states have gone back to business as usual. It appears nearly the entire country will be open with few restrictions by the Fourth of July. President Trump declared a state of emergency on March 13, 2020 to strenghten the government's response, though he has held short of implementing a national lockdown. Several states declared their own emergencies before that and a patchwork response to the pandemic has now emerged which could undermine efforts to curb its spread. It can still be carried from critically-affected regions into lower-risk areas.

Jay Inslee lifted Washington's mask requirement for public indoor spaces and schools March 12, earlier than planned. Since Sept. 13, 2021, the indoor mask mandate had been expanded to include outdoor events with 500 or more attendees, regardless of vaccination status. Most government-imposed pandemic restrictions were lifted June 30, meaning restaurants, bars, gyms, retail stores and religious worship spaces are now allowed to resume operations at full indoor capacity. Gov. Henry McMaster lifted South Carolina's state of emergency June 7, 2021.
Defining critical industries, essential, and nonessential businesses
Gianforte on Feb. 12 lifted the statewide mask mandate put in place by his predecessor Steve Bullock. He removed health mandates issued by Bullock on Jan. 15, saying the restrictions are harmful to the state's businesses. Missouri lifted its mask mandate for everyone in outdoor areas in April 2021 and for fully vaccinated people in indoor areas in May. Gov. Mike Parson enacted a law June 15 limiting the duration of local public health restrictions and barring governments from requiring proof of COVID-19 vaccination to use public facilities and transportation. Parson let his statewide social distancing order lapse June 9, 2020, leaving it to local governments to impose limits on public life amid the coronavirus outbreak. Some California counties have reinstituted mask requirements as COVID-19 surges.

Alex Blandford oversees and executes the CSG Justice Center’s health policy portfolio and works to improve access to health care for people in the criminal justice system through federal, state, and local policy. Prior to joining the CSG Justice Center, Alex was a project coordinator for the Institute for Evaluation Science in Community Health, which is housed in the Graduate School of Public Health at the University of Pittsburgh. As a project coordinator, she oversaw a variety of research projects, including one examining the Pittsburgh region’s emergency response to mental health crises, and another evaluating the region’s Crisis Intervention Team training for police officers. She earned her BS in psychology and BA in French from the Pennsylvania State University and her MPH at the Graduate School of Public Health at the University of Pittsburgh.

As a Senior Scientist at SVRI, Dr. Hartman works in close collaboration with the faculty and staff at SVRI and University of Wisconsin, Madison Rehabilitation Psychology and Special Education . Prior to joining Esri, Erica worked for Nielsen Claritas and VNU/Mediamark focused on developing and supporting data-driven solutions. Highlights include the work she did with the Ohio Department of Health to define food deserts and the communities impacted by them. Aletha Maybank, MD, MPH recently joined the AMA in April 2019 as their inaugural Chief Health Equity Officer and Vice President.
